According to Espreso.tv: Ukraine stands to receive more than €16 billion in EU support this year, but the disbursements hinge on meeting a series of conditions. These include reforms in budget and tax policy, along with other required changes. A separate funding stream is part of the Ukraine Facility program, which totals €50 billion.

According to available data, the European Union has allocated €90 billion to Ukraine since the start of the aggression. Ukraine's parliament has endorsed a memorandum covering fiscal and tax adjustments—a prerequisite for unlocking the assistance. A key milestone came on April 23, 2026, when the parliament adopted an implementation decision that paves the way for up to €45 billion in support.

The first tranche of €3.2 billion was already paid out on June 25. Overall, EU and member-state support to Ukraine since the aggression began stands at €211.3 billion.

Ilona Bolubash noted: 'The €30 billion that the European Union itself will allocate is split over two years.'

She also stressed the importance of budget and tax reforms: 'These are budget and tax changes that the parliament will vote on later, so to speak, and certain tranches are tied to specific requirements.'

Why Fulfilling Commitments Matters

Furthermore, Bolubash emphasized that the Ukrainian government must send clear signals: 'They need understanding, confidence, and signals from our government and from our side that yes, we are ready to adapt to this.'
