According to Espreso.tv: Ukraine is set to receive close to $700 million from the International Monetary Fund (IMF) following a staff-level agreement. The final approval for disbursing these funds is scheduled for next month. Notably, the IMF’s Executive Board did not vote on a proposed law that would have introduced a 20% VAT on international parcels, a move that has sparked dissatisfaction among Ukrainians.

The IMF agreed to postpone the law’s adoption deadline to July and also delayed a requirement concerning VAT for certain self-employed groups. This decision could significantly impact both entrepreneurs and consumers. A new four-year cooperation program between Ukraine and the IMF, totaling $8.2 billion, was agreed upon in November 2025.

Cooperation with the European Union

In addition, the Verkhovna Rada ratified a loan agreement with the European Union worth €90 billion. However, a portion of this loan is tied to meeting IMF conditions, underscoring the importance of Ukraine’s collaboration with international financial institutions to stabilize its economy.

Securing financial support from the IMF is critical for Ukraine amid economic instability. It will not only help cover short-term financial needs but also drive structural reforms essential for improving the investment climate. At the same time, the delay in passing the VAT law on international parcels highlights the complex challenges the Ukrainian government faces in balancing tax policy and social fairness.
