EBRD Funding Powers Ukraine’s Energy Revival: Sector Needs $91 Billion.
Rebuilding Ukraine’s Energy Grid with International Support
According to Espreso.tv: Ukraine is pushing ahead with the restoration of its energy infrastructure using funds from the European Bank for Reconstruction and Development (EBRD). Energy Minister Denys Shmyhal and the national grid operator Ukrenergo have announced that financing is being directed toward rebuilding network infrastructure. This effort includes not only the restoration of substations but also the installation of anti-drone protection systems. The total cost of rebuilding the country’s energy sector is estimated at $91 billion.
Progress on Energy Infrastructure Rehabilitation
Under this initiative, reconstruction of three 330 kV substations has already been funded, along with the construction of a new substation in western Ukraine. Since the start of the full-scale invasion, the EBRD has provided Ukrenergo with over €582 million in grants and loans. Vitaliy Zaichenko noted that the EBRD is one of the key donors supporting the deployment of anti-drone defenses.
According to available information, Ukraine is better prepared for attacks this year than it was last year. To prepare for the coming winter, the country requires more than €5.4 billion. Shmyhal emphasized that energy infrastructure protection must be built directly into the system, encompassing:
- physical security,
- air defense,
- cybersecurity,
- redundancy measures.
These steps are part of a comprehensive strategy to restore and reinforce Ukraine’s energy system.
The restoration of energy infrastructure is critical to ensuring stable power supply in Ukraine, especially amid ongoing military hostilities. Leveraging international financial resources—such as EBRD funding—supports not only recovery but also the modernization of energy facilities, making them more resilient to external threats. A systemic approach to protecting energy infrastructure can significantly reduce risks posed by military actions and ensure reliable energy delivery for both households and industry.
