According to inkorr.com: A meeting of the Commission on the recording of cases of deprivation of liberty due to armed aggression took place in Ukraine. The event was held at the Ministry of Community and Territorial Development.

The ministry reported that 154 applications were reviewed. Of these, it was confirmed that 94 individuals had been in captivity.

Results of the Commission's Work

Since its establishment in 2025, the Commission has made 3,271 decisions regarding the confirmation of deprivation of liberty due to armed aggression. It has also adopted 174 decisions concerning the recognition of family members of missing persons.

State Support

'People returning from captivity are entitled to a one-time state assistance of 100,000 hryvnias after their release, as well as an annual assistance of the same amount for each year in captivity. This right also extends to their family members,' the Ministry of Development explained.

In 2025, over 1 billion hryvnias have already been paid, including:

  • over 688 million hryvnias - annual assistance;
  • almost 317 million hryvnias - one-time assistance after release.

In addition to financial support, the released individuals also receive essential items: food, hygiene products, clothing, and footwear. They are also provided with sports bags or backpacks, smartphones with SIM cards, stationery, and national flags.

Authority of the Commission

In 2025, the authority to determine the facts of deprivation of liberty due to armed aggression was transferred to the Ministry of Community Development, which previously belonged to the Ministry for Reintegration of Temporarily Occupied Territories.

At the meeting of the Commission, facts of deprivation of liberty were established for 94 applicants out of 154 reviewed cases. During this time, numerous decisions were made to confirm these facts, and state support was provided in the form of monetary funds and essential items for the released individuals and their families.

These measures are aimed at supporting people who have fallen victim to armed aggression and their families. State assistance and the resources provided help reduce the hardships faced by released individuals and facilitate their adaptation to life after captivity. The Commission continues its work, monitoring the situation and ready for new challenges in ensuring human rights in Ukraine.
