Recalculated Utility Bills in Ukraine to Result in Dual Invoices

According to Novyny.live: In March 2026, Ukrainian households may receive two utility bills for a single month. This situation arises from a mandatory recalculation of January's charges, mandated by Cabinet of Ministers Resolution No. 118, adopted in late January 2026. The resolution requires utility providers to recalculate payments for periods when services were not provided or were of poor quality. This policy is a direct response to the widespread service disruptions caused by wartime damage to infrastructure.

Under the new rules, providers must document each day of service absence or substandard quality for every building. No charges will apply for periods when services were unavailable due to accidents or the consequences of shelling. Recalculations will cover the entire duration of service failure or poor quality. The adjusted amounts will automatically appear on subsequent bills without requiring action from consumers.

There was indeed a political statement, primarily from the Prime Minister of Ukraine, that a recalculation is necessary for everyone who did not receive heating, starting from January 9.

According to the new regulations, Ukrainians can expect changes in their utility bills, as the recalculations may lead to a significant reduction in the amount owed for January. Given that many Ukrainians have endured hardships due to a lack of heating and other utilities, the bill recalculation is intended as a crucial step in restoring trust in providers. Implementing these new rules may also compel utility companies to improve their service monitoring and accounting efficiency, which could, in turn, affect their financial performance.
