According to Novyny.live: Starting in 2026, Ukrainian citizens will be required to update the photo in their passport booklet upon turning 25 and again at 45. This new regulation is part of updated rules governing the use of Ukrainian citizen passports. While the passport booklet itself remains valid indefinitely, it is crucial to adhere to these new deadlines for photo renewal. This change aligns Ukraine's document practices more closely with those of other European nations.

Under the new rules, failure to paste a new photo within one month of a citizen's 25th or 45th birthday will make it mandatory to replace the passport booklet with a modern ID card. A fine ranging from 17 to 51 hryvnias will be imposed for possessing an outdated passport. This measure is designed to encourage compliance with the updated legal requirements for identification documents.

Conditions for Passport Replacement

The State Migration Service has previously outlined several scenarios that necessitate replacing a standard Ukrainian passport:

  • Loss of the document;
  • Damage to the document;
  • Change of surname;
  • Theft of the document;
  • Failure to paste a new photograph within one month of turning 25 or 45 (in this case, an ID card will be issued).

In a related move, the Cabinet of Ministers has also abolished the extension of validity for foreign passports beyond 10 years, which will further impact citizen services in this area.

These legislative amendments aim to improve and streamline the process of serving citizens while increasing accountability for adhering to passport regulations. The complications arising from expired documents are intended to encourage people to be more attentive to renewal deadlines, thereby fostering a higher level of legal awareness among the population.
