Projected Ukrainian Salaries for 2027–2029: What the Government Forecasts.
Ukraine's Economic and Social Development Outlook for 2027–2029
According to Espreso.tv: The Cabinet of Ministers of Ukraine has approved a forecast for economic and social development covering 2027 through 2029, outlining two possible scenarios for economic growth and average wage increases. Under Resolution No. 695, the average monthly salary in 2027 is projected to reach 35,010 hryvnias under an optimistic scenario, or 34,409 hryvnias under a more conservative estimate.
Looking ahead to 2028, the average wage could climb to 39,362 hryvnias in the optimistic case, or 38,603 hryvnias in the restrained one. By 2029, further growth is expected, with the average salary potentially hitting 44,083 hryvnias or approximately 43,185 hryvnias, depending on the scenario.
Labor Market Challenges
Meanwhile, Ukraine continues to face significant labor shortages. According to available data, 75% of Ukrainian companies report difficulties finding staff. The State Employment Service has registered over 200,000 open vacancies, highlighting the severity of this workforce gap.
This forecast serves as a key indicator of Ukraine's economic stability and development trajectory in the coming years.
While rising average wages could boost household purchasing power, the persistent shortage of workers may hinder progress toward these targets. Addressing this issue will require coordinated efforts from both the government and the private sector to ensure competitiveness in the labor market.
