Winter Support Program for the Population
The Cabinet of Ministers of Ukraine plans to receive about 10 million applications for one-time assistance of 1000 hryvnias under the winter support program. This was stated by the Minister of Social Policy, Family and Unity Denis Uliutin during a conversation with journalists.According to him, the state budget allocates nearly 10 billion hryvnias for these payments. An additional 4.4 billion hryvnias is allocated for one-time payments of 6500 hryvnias for Ukrainians who have been most affected by the war or found themselves in difficult living conditions.'The Ministry of Social Policy is focused on supporting people in difficult life circumstances, families with children, internally displaced persons, people with disabilities, and the elderly. In total, there are about 15 million people receiving some form of state support in Ukraine,'emphasized Uliutin. He also noted that the funds allocated under the program could be spent on paying utility bills, purchasing medications, warm clothing, and other essential items.Applications for receiving 1000 hryvnias will be accepted from November 15 to December 15, 2025. After that, funds will be disbursed gradually. It is expected that the financial support will be available for use within six months, but the timeline is still under discussion.Last year, more than 14 million Ukrainians received such assistance. As Prime Minister Yuliya Svyrydenko noted, 57% of the funds received were spent on paying utility bills. Currently, the government predicts a decrease in the number of applications due to the shortening of the application period.Yuliya Svyrydenko responded to criticism of the program concerning populism:
'I do not consider this populism. The war continues, we are not becoming wealthier, this program is aimed at supporting people during the winter period,'emphasized the Prime Minister. She recalled that similar remarks were made last year when the program was launched for the first time.It is also noteworthy that last year Ukrainians received one-time assistance through the 'Winter eSupport' program by opening a special card at a partner bank. The funds received could be used for paying utility bills, medications, transport, mobile communications, books from Ukrainian publishers, or for supporting the defense.Thus, the government of Ukraine is launching a winter support program for the population, which involves the payment of 1000 hryvnias for approximately 10 million citizens. This assistance is aimed at supporting Ukrainians during difficult times, helping them pay for utility services and cover other essential needs.This program has become an important element of the state's social policy, as it seeks to ease the lives of many people facing difficult circumstances in the ongoing conflict and economic challenges.
