New Rules for Farmers and Shifts in Enterprise Reservation Policies

According to Espreso.tv: In a parliamentary address, Economy Minister Oleksiy Sobolev unveiled updated criteria for farmers and revised approaches to designating enterprises as critically important. Ukraine has now established 225 regional standards governing agricultural operations. These changes to the classification of critical enterprises are a direct response to the economy's evolving needs amid current challenges.

Approximately one-fifth of all businesses will see their critical status reassessed, allowing the system to better reflect shifting market conditions. The Cabinet of Ministers approved the updated resolution on enterprise criticality on May 30. As Sobolev explained,

“the government is refreshing the criteria for determining critically important enterprises”
— a sign of active policymaking in this area.

Salary Thresholds and Support for Small Farmers

A key feature of the new rules is the wage requirement. To retain critical-enterprise status, a company must now pay at least three times the minimum wage, or 25,941 hryvnias. For businesses located in frontline areas, the threshold is set at 2.5 times the minimum wage, amounting to 21,618 hryvnias.

Sobolev also stressed the need to tailor criteria for small-scale farmers, stating:

“In regions where small farmers face this issue, we will work with local military administrations to optimize their criteria”
. This signals the government's willingness to factor in regional differences and the specific needs of agricultural producers when determining enterprise criticality.

Until September 1, a reservation system remains in effect for military-liable employees of critically important enterprises, providing these businesses with additional protection under difficult circumstances. The revised approach to defining critical enterprises and the new farmer criteria represent important steps toward stabilizing Ukraine's economy in the face of modern challenges.

These changes are expected to have a significant impact on the agricultural sector and companies delivering essential services across Ukraine. By adapting criteria to local conditions and needs, the government aims not only to preserve jobs but also to support economic recovery during wartime and global crises.
