According to inkorr.com: The Cabinet of Ministers of Ukraine has made a decision to improve the conditions for public procurement, which will facilitate the faster restoration of critical infrastructure. This information was provided by the Ministry of Economy, Environment, and Agriculture.

The government has amended paragraph 13 'Features of Public Procurement of Goods, Works, and Services for Customers', which regulates the process during the state of war in Ukraine and for 90 days after its conclusion.

According to the government's decision, until March 1, 2026, procurement for the construction, repair, or other engineering and technical measures for the protection of critical infrastructure facilities can be conducted by signing a contract without conducting open tenders or electronic catalogs. This decision pertains to the purchase of goods and services (except for current repairs) from 100 thousand UAH, services for current repairs from 200 thousand UAH, and works from 1.5 million UAH.

Previously, this procedure was only applied to the fuel and energy sector, but it is now also extended to other important areas, such as life support systems (water, heat, electricity supply), transport, and postal services.

'The aggressor country deliberately targets our energy and transport infrastructure. Every delay in restoration means longer interruptions in energy supply and difficulties in transportation. Temporary changes in the procedure will allow customers to conclude contracts more quickly and initiate repair or protective works where needed, immediately. This will help protect people and maintain the resilience of the economy,' noted Andriy Telyupa, the Deputy Minister of Economy, Environment, and Agriculture.

These changes will expedite public procurement for the restoration of critical infrastructure, particularly in the energy and transport sectors. They will help maintain stability in important areas of the economy and ensure uninterrupted service delivery to the population.

The changes introduced by the government aim not only to accelerate procurement processes but also to enhance the effectiveness of restoring key infrastructure facilities in Ukraine. Adapting to new conditions is an important step in ensuring the uninterrupted functioning of life support systems and preparing for further challenges of the war.
