The Government will allocate millions for scientific journals: who will receive the money.
According to inkorr.com: The Cabinet of Ministers of Ukraine is providing financial support for Ukrainian scientific publications for the first time. According to the Ministry of Education and Science, journals indexed in international databases such as Scopus and Web of Science Core Collection and meeting the Q1-Q4 levels according to the SCImago Journal and Country Rank or Journal Citation Reports classifications are eligible to participate in the competition.
Previously, only publications in the higher quartiles (Q1-Q2) could participate, but the new resolution opens up opportunities for almost 200 Ukrainian scientific journals with international indexing, including electronic ones. Winners will receive up to 350,000 hryvnias annually for two years starting in 2026.
All participants are required to provide free publication of articles by Ukrainian authors in case of victory.
Until now, Ukrainian scientific publications had not received state support, so editorial boards operated on a voluntary basis. This new initiative aims to help avoid problems and improve the quality of scientific publications in Ukraine.
Updates to the Resolution
Now the resolution allows for re-participation for publications that have already received support and equally admits electronic journals. More than 200 Ukrainian scientific publications are indexed in Scopus and Web of Science, but this is not enough for all Ukrainian scientists. State support will contribute to raising the level of scientific publications and strengthening the positions of Ukrainian science in the global scientific community.
Thus, Ukrainian scientific publications will receive state financial support for adhering to international standards and the opportunity for free publication of articles by Ukrainian authors in case of victory. This will positively impact the quality of scientific publications and enhance interest in scientific research in Ukraine.
