According to inkorr.com: The head of the Budget Committee of the Verkhovna Rada, Roksolana Pidlasa, noted that the high dollar exchange rate projected in the draft state budget for 2026 directly affects the planned revenues. She believes that the growth of income is related to the increase in the minimum wage, significant payments for the military, and increased spending for these purposes, which will lead to higher revenues from personal income tax.
The Ministry of Finance usually develops revenue forecasts cautiously, but these figures are often exceeded. For instance, revenue from taxes and customs in the first nine months of 2025 exceeded the plan by 2.2%, and the general fund by 4.6%. Roksolana Pidlasa expressed confidence that revenues would also be achieved in the next year.
She added that the exchange rate laid out in the budget may be overestimated, as the actual rate was lower. A decrease in the exchange rate could positively affect reducing the costs of servicing the state debt.
Therefore, the high dollar exchange rate and the exchange rate laid out in the state budget significantly affect budget revenues and may reflect on the country's financial indicators in the future.
