Digital ecosystem of trust: 'Pulse' for business collaboration with the state

According to inkorr.com: The government of Ukraine has approved a plan to implement an experimental project aimed at enabling digital interaction between state authorities and businesses through the information system 'Pulse'. This information was shared by the Ministry of Economy, Environment, and Agriculture.

The main goal of the experiment is to create a convenient channel for submitting requests from entrepreneurs, monitor their processing, and evaluate the quality of responses from state authorities.

Oleksiy Sobolev, the Minister of Economy, Environment, and Agriculture, emphasized the importance of forming a digital ecosystem of trust between business and government through the 'Pulse' platform. Thanks to this system, entrepreneurs will be able to submit requests online with an electronic signature and track the status of their inquiries and assess the quality of their consideration.

Expected results and project participants

Among the main expected results, the following can be highlighted:

• improved communication between business and government;
• reduced bureaucracy;
• ensured transparency and accountability of state authorities;
• provision of analytical information for decision-making.

The project will be managed by the Ministry of Economy, moderated by the State Regulatory Service, and the technical side of the platform will be ensured by the State Enterprise 'Prozorro.Sales'. All central executive authorities, the Office of the President, the Government Contact Center, and the Business Ombudsman Council will join 'Pulse'.

The experimental project will begin on January 1, 2026, and will last for two years.

The launch of 'Pulse' will be an important step in simplifying interaction between business and state structures, providing greater transparency and efficiency in solving common issues. The participation of key players in the project guarantees wide coverage and competence in implementing this initiative.
