According to Novyny.live: Illegal small architectural forms (MAFs), or street kiosks, are once again being installed in Odesa, despite an informal moratorium that had been in place for several years. City council deputy Petro Obukhov warns of potential for abuse during the transition to new rules, which are currently being prepared by the council. He is demanding a temporary halt to the issuing of permits for such structures.
These unauthorized kiosks have appeared on Koroliova Street and at Pryvokzalna Square. Obukhov notes that individuals with connections in the city administration could have secured contracts to install MAFs for a nominal fee, only to then lease them out for $800-$1000 per month. This practice calls into question the transparency of the process and fairness in the allocation of trading spaces. Such small commercial structures are a common sight in Ukrainian cities, often sparking debates over urban space and fair business practices.
The Need for Regulating Commercial Activity
The deputy emphasizes that this predatory approach to the urban environment must stop. He argues the city should define a limited number of trading locations and allocate them through public tenders, ensuring revenue flows into the municipal budget rather than into the pockets of intermediaries. The issue of illegal MAF installation is scheduled for discussion at the next city council session, highlighting its urgency for Odesa's residents.
