There is no upper age limit for driver's licenses in Ukraine: who can drive a car.
According to inkorr.com: As of October 2025, there are only minimal age restrictions for obtaining a driver's license in Ukraine. Legislation does not establish an upper age limit that would prohibit driving a car.
According to existing rules, obtaining a driver's license in Ukraine depends on the category of transport. Thus, one needs to be 16 years old for motorcycles and mopeds, 18 for passenger cars and trucks up to 7.5 tons, 19 for vehicles with heavy trailers, and 21 years for buses and minibuses. Currently, there is no upper age limit for drivers.
Despite numerous publications about the possible introduction of age restrictions for elderly drivers, no such changes have been adopted yet. Bill No. 40559, which provided for additional requirements for pension-aged drivers, was officially withdrawn from consideration by the Verkhovna Rada in October 2025.
Medical checks for elderly drivers
Currently, the parliament is considering Bill No. 8082, which proposes mandatory medical and psychological checks for drivers over 65 years old. This initiative is part of the euro-integration reform aimed at raising road safety standards. It is also proposed to shorten the validity period of driver's licenses for certain categories.
Responsibility for violations
Serious fines are provided for violating the minimum age requirements. Driving a car by a person younger than the established age is punishable by a fine of 3400 hryvnias. In the case of a repeated violation, a fine of 40,800 hryvnias and deprivation of driving rights for 7 years may be imposed.
Thus, Ukrainian legislation does not contain upper age limits for drivers. Although possible additional requirements for elderly drivers are discussed in parliament, no decisions on this issue have been made yet. The introduction of such restrictions could enhance road safety in Ukraine.
