Amendments to Ukraine’s 2026 State Budget

According to Novyny.live: On May 28, the Verkhovna Rada of Ukraine passed amendments to the 2026 state budget, designed to strengthen the country’s security and defense sectors. This move comes in the context of a €90 billion loan from the European Union covering 2026–2027. The changes received support from 240 lawmakers, underscoring their critical importance amid the current situation.

In 2026, Ukraine expects to receive approximately €45 billion in international assistance. These funds will be allocated as follows:

  • €31.8 billion is earmarked for defense and security;
  • €13.2 billion will cover the state budget deficit.

The first tranche of funding is anticipated as early as June this year.

Funding for Security and Defense

Under the approved amendments, total state budget revenues will increase by more than UAH 2.2 trillion. An additional UAH 1.56 trillion is allocated for the security and defense sector, broken down as follows:

  • UAH 174.3 billion for military personnel salaries;
  • UAH 1.37 trillion for the development of weapons and military equipment;
  • UAH 14.6 billion placed in a reserve fund for the security and defense sector.

Furthermore, UAH 40 billion will go toward implementing comprehensive resilience plans for regions and communities, with another UAH 40 billion added to the reserve fund for rapid response to wartime challenges. These measures highlight the government’s prioritization of security and defense in the face of ongoing threats.

The amendments to Ukraine’s 2026 state budget underscore the country’s focus on strengthening its defense capabilities amid continuing military aggression.

Funding for the security and defense sector is essential for maintaining stability and safety, especially as Ukraine secures international aid. The planned expenditures also reflect the state’s commitment to building up its defense potential and readiness to address challenges linked to martial law. As such, these approved changes represent a significant step toward ensuring Ukraine’s national security.
