Deferral from mobilization starting November 1: what to do if automatic extension has not arrived.
According to inkorr.com: Starting from November 1, a new digital mechanism for applying for and extending deferrals from mobilization will come into effect in Ukraine. Documents can be submitted through the Centers for Providing Administrative Services (CPAS), and for many citizens, the process will be automatic. The main goal of this innovation is to simplify the procedure, reduce bureaucratic burden, and avoid the need to visit Territorial Centers for Recruitment and Social Support (TCRSS).
How will the new mechanism work?
According to the presented infographic, 600 thousand Ukrainians will receive automatic extensions of their deferrals. This applies to those whose data is already in state registries. For other cases, such as initial application for deferral (for instance, in connection with the birth of a third child) or if automatic extension did not occur, it will be necessary to contact CPAS.
'This primarily concerns those conscripts who, for example, were not able to receive an automatic renewal of deferral, as it is only possible when the information is in state registries,' explained Valeria Koval.
The algorithm of actions at CPAS will be as follows:
- The conscript submits the necessary documents to the CPAS administrator depending on the reason for the deferral.
- The administrator forms a statement and sends the documents for consideration to the relevant commission at TCRSS.
- The decision will be sent to the applicant's registered email.
- The updated deferral status will be reflected in the 'Reserve+' application or can be obtained in the form of an excerpt from the electronic military accounting document on the 'Diia' portal or directly at CPAS.
It should be noted that CPAS only accepts documents: the decision to grant a deferral is made by TCRSS. 'CPAS is the point of submission for deferral applications. That is, CPAS does not make decisions, does not issue deferrals... The decision is made by the territorial recruitment center,' emphasized the deputy minister.
What to do before November 1?
The resolution on the new procedure comes into effect on November 1. Until this date, conscripts must submit documents directly to TCRSS according to the old mechanism. Koval emphasized that refusals from TCRSS to accept applications before November 1 are unlawful, as CPASs do not yet have the technical capabilities to provide this service. In case of refusal after November 1, the Ministry of Digital Transformation recommends reporting such cases through a special QR code for collecting feedback, which is posted in each center.
Thus, starting November 1, a digital mechanism for providing deferrals from mobilization in CPASs will be implemented in Ukraine. This is intended to simplify the process of obtaining this service for conscripts, allowing them to avoid unnecessary hassle and reduce the time spent on document preparation.
