According to inkorr.com: From November 1, 2025, changes will be introduced in Ukraine regarding the procedure for submitting documents to obtain a deferral from mobilization. Centers for providing administrative services (CNAPs) will accept applications and forward them to territorial recruitment centers (TRCs). At the same time, decisions on granting deferrals will continue to be made by military commissariats. This was reported by the Ministry of Defense of Ukraine.

The ministry emphasized that CNAPs will become 'front offices' for those who do not have the ability or desire to submit documents electronically.

'CNAP is a front office for accepting deferral documents for those who cannot or do not want to apply online,' the Ministry of Defense explained.

Functions of CNAPs when submitting documents for a deferral

  • CNAPs do not make decisions on granting deferrals;

  • CNAPs operate through the cabinet on the 'Diia' portal;

  • CNAPs scan the applicant's documents and send them to the appropriate TRC.

It is impossible to submit paper documents to the military registration office without the help of a CNAP. 'In simple words: do you have paper documents or use a push-button phone? Contact the nearest CNAP. An employee will check your documents, scan them, and send them to the TRC where you are registered,' the Ministry of Defense noted.

Recommendations and news for citizens

After submitting documents, the TRC commission must make a decision within seven days. Results can be obtained in the electronic military registration document (EMRD) in the Reserve+ application or on the 'Diia' portal.

The Ministry recommends that citizens, if possible, submit documents online to avoid queues in CNAPs. 'All deferrals available in Reserve+ can be obtained through CNAP, but we advise people not to overload the centers and to apply online,' the Ministry of Defense document states.

These changes are aimed at simplifying the process of submitting documents for obtaining a deferral, especially for those who are not accustomed to digital technologies. Support from CNAPs is expected to reduce the burden on military commissariats and improve service for citizens, which will undoubtedly positively affect the processing speed of applications.
