According to inkorr.com: From November 1, 2025, new rules for obtaining a postponement from conscription during martial law and general mobilization will be introduced in Ukraine. Now citizens will be able to use an electronic military accounting document in the 'Reserv+' application instead of traditional paper documents. This digital document has legal force and differs from previous certificates.

'The main proof of postponement is now the electronic military accounting document in the 'Reserv+' application,' the Ministry of Defense noted.

For those who cannot use a smartphone or a special application, alternative options for obtaining information are provided. The document can be printed from official sources:

  • in the 'Reserv+' application;

  • through the 'Dii' portal;

  • at the territorial center of recruitment and social support (TCK and SP) or at the CNAP if a paper version with a postponement mark is needed.

According to the Ministry of Defense, the implementation of electronic documents simplifies data verification and reduces the likelihood of forgery. It also allows for the prompt updating of information about military personnel in registers.
