A Dramatic Shift in Military Support for Ukraine

According to TSN.ua: New data from the Kiel Institute for the World Economy's Ukraine Support Tracker reveals a stark reversal in military aid flows for 2025. American military assistance to Ukraine collapsed by 99%, plummeting from 46.39 billion euros to a mere 0.48 billion euros. This indicates a profound reduction in financial backing from the U.S. government, which has been Ukraine's largest single donor since the full-scale invasion began in 2022. Concurrently, support from the European Union surged by 67%.

Europe Fills the Gap in Military Assistance

Against the backdrop of the steep U.S. decline, combined military support from the European Union and its member states rose to 28.48 billion euros in 2025. The leading European providers of military aid to Ukraine were:

  • Germany - 9.01 billion euros
  • United Kingdom - 5.44 billion euros
  • Sweden - 3.71 billion euros
  • Norway - 3.63 billion euros
  • Denmark - 2.61 billion euros

Despite the drastic cut in U.S. military aid, American officials, including Matthew Witaker, have stated that the United States does not plan to halt weapons deliveries to Ukraine entirely.

"This suggests that U.S. support for Ukraine may continue, albeit at a significantly reduced level," said Matthew Witaker.
These aid trends reflect shifting global politics and security priorities, requiring close monitoring of the evolving situation. The decline in U.S. assistance is likely linked to domestic political changes and a reassessment of foreign policy priorities. Meanwhile, the EU's increased role underscores Europe's growing responsibility for Ukraine's security, a development that could reshape future geopolitical calculations. Observers are watching closely to see how these changes will impact the situation on the ground in Ukraine and its relationships with international partners.
