Military Ombudsman Explained the Situation with Restoration after SZZ.

The Commissioner for the protection of the rights of servicemen and their families, Olga Reshetylova, revealed that the issue of non-restoration of military personnel after the Special Growth/Time of Pilgrimage (SZZ) is quite complex. The main reason for its occurrence is the failure to ensure the rights of servicemen, constant uncertainty in their lives, exhaustion, and fear of death. In such emotional states, no fear of criminal liability forces them to continue service. Solving this problem requires finding motivation, trust in the commander, establishing brotherhood, and moral responsibility for betrayal to comrades-in-arms.

There are examples where the problem of non-restoration of military personnel is practically resolved where there are true leaders among commanders and sergeants, where psychological support and Veterans Support Center operate. However, most units of our army do not believe in such words as 'trust' and 'brotherhood'.

Olga Reshetylova reported that she received appeals from servicemen who have been in their units for over four months after SZZ but are not restored to service, do not receive financial support, and are effectively in a state of slavery.

The reason for this is that the State Bureau of Investigation is delaying the consideration of servicemen's requests for returning to military service, obtaining the necessary documents, and being released from criminal liability. Even after the closure of criminal proceedings and relief from criminal liability, servicemen are not restored to military service due to the absence of a mechanism for this.

The Commissioner emphasized that to resolve this problem, amendments to the Regulations on Military Service are necessary.

I know that the Armed Forces are already working on amendments. Regarding other military formations, the issue is still open, and we will consider it.
