Changes in pension provision for Ukrainian pensioners
Ukrainian pensioners are expecting significant changes in pension provision by 2025. According to information from journalist and pension expert Serhiy Korobkin, on November 25, 2024, the Verkhovna Rada adopted the state budget for 2025, which includes important innovations.
'The subsistence minimum will not increase next year, so the lowest pensions and social payments, as well as some supplements to them, will also not increase at least until March 1, when indexing is expected to occur,' Korobkin notes.
Mykhailo Tsymbaliuk, the First Deputy Head of the Verkhovna Rada Committee on Social Policy, emphasized that the minimum pension will remain at the level of 2,361 hryvnias in 2025. He noted that 'this amount remains critically low, given the rate of inflation and the rising prices of essential goods and services.'
Recipients of disability pensions are expecting significant changes. According to draft law No. 12209, which has already undergone its first reading in the Verkhovna Rada, it is planned to completely change the payment system. Disability pensions will remain only for those who have already been granted them for life. Others will be assigned insurance payments according to new, stricter criteria.
For pensioners living abroad, new identification rules are being prepared. According to the First Deputy Minister of Social Policy Darya Marchak, the identification process is planned to be postponed until the end of 2025.
