This initiative is linked to the preparation of draft law No. 13634, which aims to eliminate formal grounds for avoiding service.

Draft law No. 13634 is currently being prepared for a second reading in parliament. It is important to note that before the onset of the great war, around 500 men applied for admission to postgraduate studies each year, but in 2024 this figure rose to 90,000. This indicates a significant interest in higher education among youth; however, the new rules could substantially change the situation.
