Ukrainians in Poland must exchange their driving licenses: new rules from October 1.
Starting October 1, 2025, Ukrainians who have been in Poland for more than six months are required to exchange their national driving licenses for Polish ones. These requirements are outlined in the updated law on temporary protection for Ukrainians, which no longer allows the use of Ukrainian documents without replacement.
According to inkorr.com: According to the InPoland portal, violations of the new rules may result in a fine of up to 2,000 zlotys. Experts note that delays in exchanging driving licenses may create additional difficulties for drivers.
Exchanging driving licenses in Poland
The exchange of driving licenses is conducted in departments of movement or local authorities at the place of residence. To apply, one must have a valid Ukrainian driving license, its official translation into Polish, proof of legal residence (for example, a PESEL number), and in some cases – a medical certificate or other additional documents.
The cost of the administrative service will be approximately 100.50 zlotys. Additionally, there may be other fees, including consular ones. The application review will take up to 30 days; however, the process may be prolonged if verification of the legality of the Ukrainian license in the relevant registries is needed.
Experts advise Ukrainian drivers not to delay the exchange procedure, as failure to comply with the new requirements after 180 days of residence in Poland may lead to administrative liability.
Special conditions will apply to drivers whose licenses contain additional categories or have legal and medical restrictions.
Therefore, the new law requires Ukrainians living in Poland for more than six months to replace their Ukrainian driving licenses with Polish ones. The exchange procedure requires the preparation of a specific set of documents and may be associated with costs, but delays in exchange may pose problems for drivers. Thus, specialists strongly recommend timely completion of the exchange to avoid future inconveniences.
