According to inkorr.com: The Ukrainian Foreign Intelligence Service reported that as of the end of September 2025, the total amount of overdue salary debts in Russia reached 1.95 billion rubles, which is 18.6% more than in the previous month. Compared to the same period last year, the arrears have increased fourfold.

According to intelligence data, most of the debts accumulated in 2025. The main reasons for this situation are the lack of finances in enterprises, particularly affecting the construction, mining, and manufacturing industries.

'The liquidity problems of businesses are also reflected in tax statistics. In the first half of 2025, the Federal Tax Service of Russia filed claims for tax collection in the courts for 15 billion rubles - seven times more than in the same period last year. Companies are increasingly less likely to voluntarily pay tax debts, which forces tax authorities to seek forced collection.'

The Ukrainian Foreign Intelligence Service also noted that the increase in unpaid salaries in Russia could lead to social tensions and serious economic difficulties in the country.

This situation indicates a deterioration in economic conditions in Russia, which could have far-reaching consequences for stability in society.
