Wage Arrears in Ukraine Increase by 6%

According to TSN.ua: As of early January 2026, Ukraine has recorded over 36,600 cases of wage arrears, a 6% rise compared to the previous year. The chemical industry and the electricity and gas supply sectors are experiencing the most significant delays in salary payments. This persistent issue highlights ongoing economic strain, with 36,629 active wage non-payment proceedings currently documented, of which 9,174 pertain specifically to debts from 2025.

Sector-Specific Breakdown

The number of wage-related proceedings has surged by 30% since 2024. Furthermore, 56% of wage arrears from 2025 remain unpaid. The sectors most severely affected by these payment delays are:

  • The chemical industry, with 2,600 proceedings, accounting for 29% of all cases.
  • Enterprises in electricity and gas supply, responsible for 27% of the total debt.

This situation jeopardizes the financial stability of workers in these sectors, who face daily hardships due to unpaid wages. Against this backdrop of rising arrears, the planned two-stage teacher salary increase for 2026 is causing concern among educators. While the average teacher salary is projected to reach 30,000 UAH, the widespread wage debt problem could hinder the implementation of these plans.

The growth in wage arrears signals deteriorating financial conditions within key sectors of Ukraine's economy. This not only threatens worker welfare but also risks negatively impacting the country's overall economic development. Given the high level of debt, the execution of social initiatives, such as raising teacher salaries, becomes even more critical and demands urgent resolution.
