He stressed that the city is currently unprepared, warning that without a proper strategy, Kyiv will face a winter as difficult as the last. This urgency comes as Ukraine continues to defend its critical infrastructure from ongoing attacks.

Zelenskyy emphasized that city mayors must be held accountable for the state of affairs in their municipalities.

'Funding is one challenge, but failing to protect facilities is another. A secure plan is essential. We must work for the people and the state. Without a protected plan, the capital will face the same winter,' the President stated.
According to estimates, Ukraine requires five billion euros for adequate nationwide winter preparations.

Furthermore, Zelenskyy underscored that the responsibility for winter readiness and implementing necessary measures lies with city and community leaders.

'City mayors must sign off on specific plans and ensure their execution, not act at the last minute,' he emphasized.

Meanwhile, other Ukrainian regions—such as Kharkiv, Mykolaiv, Zaporizhzhia, Dnipro, and the Kyiv Oblast—are demonstrating examples of effective coordination in their winter preparations. The situation in Kyiv, however, raises serious concerns, making urgent action increasingly critical. Ensuring reliable heating and power is a national security priority during wartime.
