President Zelenskyy noted that the situation was most severe in Kyiv and its surrounding region, as well as in Kharkiv, Sumy, Chernihiv, and Dnipropetrovsk oblasts. He emphasized that

"a lack of effective response on the ground cannot be blamed on a shortage of personnel,"
