According to the Institute for the Study of War (ISW), the Russian army has not yet launched a full-scale counterattack in the Kursk region. While there is a concentration of a large number of servicemen, there are currently no active hostilities indicating an attempt to completely expel Ukrainian troops.

Ukrainian President Volodymyr Zelensky reported a concentration of 40,000 Russian troops in the Kursk region. According to analysts, it is unclear whether this number includes only combat-ready troops or various categories of personnel. However, ISW points out that this significantly exceeds the necessary number of troops to expel Ukrainian forces.

Experts also noted that the Russian command might use the most effective and experienced units to reclaim territories. They also emphasize that Russian troops will have to redeploy units from Ukraine to the Kursk region to carry out counterattacks. ISW predicts significant difficulties for Russia in conducting these operations.
