In October 2025, Ukrainians expect a number of significant changes related to transfers, entry into the European Union, and social payments.

Changes in Card Transfers

According to inkorr.com: From October 1, all card transfers in Ukraine will be carried out through the Open Banking system. Bank statements will include the full legal names of recipient companies, as well as their personal data and account numbers. This is expected to simplify information exchange and enhance the security of financial transactions.

New Procedures at EU Borders

From October 12, the Entry/Exit System will come into effect at the borders of the European Union, which includes biometric control. During inspections, tourists will be required to provide fingerprints and facial images. Refusal to comply may result in denial of entry into the EU, which aims to strengthen security and ensure compliance with rules for staying in the Schengen Area.

Changes in Social Payments

October 1 will be a critical deadline for individuals receiving state social assistance. All recipients will need to undergo an identification procedure; otherwise, payments may be suspended. This applies to 39 different types of state aid and scholarships.

Additionally, from October 1, all low-income families will be able to apply for basic social assistance, consolidating several types of payments into one. This is intended to simplify the process of obtaining assistance and ensure its automatic renewal.

Changes to the Tax Code will also take effect from October 1, addressing a range of issues including contributions for individual entrepreneurs and the availability of medications for treating oncological diseases.

Summary: In October 2025, important changes in the field of card transfers, entry into the EU, social payments, and identification of aid recipients will be implemented in Ukraine. The innovations also concern updates to the Tax Code. All these changes aim to make social services more accessible and secure for the citizens of Ukraine.
