Expert on the problems of preparing cities for winter
According to inkorr.com: Oleg Popenko, an expert in the field of housing and communal services, emphasized the inefficiency of the preparation of Ukrainian cities for winter. He noted that local and central authorities did not fulfill their responsibilities in this regard. This opinion was expressed during a conversation with Yuriy Romanenko on the air.
Popenko published data from the official report of the Accounts Chamber, which, according to him, indicates the failure of the energy facility protection program in Ukraine.
The expert cited alarming facts regarding the irrational use of budget funds and negligence in fulfilling responsibilities, especially during a challenging heating season. In light of the calls from the leadership of 'Naftogaz' for gas savings, the conclusions of the Accounts Chamber appear extremely outrageous.
Serhiy Koretsky, the head of 'Naftogaz', urged Ukrainians to save gas, emphasizing the importance of every cubic meter. This appeal indicates a serious crisis in the energy sector.
Conclusions of the Accounts Chamber
According to the data from the report on the reinforcement program of energy facilities, which was implemented under the leadership of Mustafa Nayyem, only three out of 44 planned facilities were fully completed. This indicates unsatisfactory results of efforts to improve energy infrastructure.
The expert also pointed out numerous financial violations, such as inflated contract prices, exaggeration of the volumes of work, and the accumulation of significant debt to contractors due to the non-fulfillment of debt obligations.

Popenko also called for action to avoid inaction and corruption that could threaten the country's energy security, emphasizing that reinforcements could have been implemented, but expenditures turned out to be wasted.
