According to UATV: In a major escalation, Ukrainian defense forces launched a large-scale drone attack on the Moscow Oil Refinery during the night of June 18, 2023, deploying at least 200 unmanned aerial vehicles. The initial strike on the Moscow Oil Refinery in Kapotnya had occurred two days earlier, on June 16, 2023.
On the day of the second attack, Russian President Vladimir Putin was attending the ASEAN summit in Kazan. His press secretary later touted the effectiveness of Russia's air defense systems, but Putin himself refrained from commenting on the incident. Meanwhile, Ukrainian President Volodymyr Zelenskyy stated that Ukraine aims to bring the war to an end by winter. Since 2024, Ukraine has substantially stepped up its attacks on Russian oil refineries and military installations.
Public Reactions to the Shelling
Residents of Moscow also voiced their reactions to the bombardments. One local woman remarked:
'They're shelling the capital. The regions shouldn't have to see this either. What do you think of the situation as it stands? From five to seven in the morning today, about 15 drones launched practically from under my windows. I'm simply speechless.'
Commenting on the situation, experts highlighted serious repercussions for the Kremlin. Andriy Novak observed:
'This marks the beginning of the end of Moscow's control over Russia. To be more precise, it's the end of the Kremlin's grip on Moscow and Russia. And even more precisely, it's the end of Putin's hold on Russia.'
Boris Pistorius added, 'Putin has painted himself into a corner. His invasion of Ukraine has inflicted enormous damage and losses on his own army.'
