Starting January 1, 2025, an updated system for establishing disability will come into effect in Ukraine, replacing the medical and social expert commission (MSEC). This was reported by the Ministry of Health.

It is noted that initially, the case preparation will take place. The personal doctor, together with the patient, selects a convenient facility for the assessment. After that, in the electronic system, the specialist fills out the referral and attaches scanned documents, signs them with an electronic signature, and sends them to the chosen hospital.

To refer a patient for assessment, there is no longer a need for a meeting or decision from the medical advisory commission.

Next, the hospital team administrator checks the completeness of the information in the documents. The profile of the case and the required assessment team is determined automatically. After verification, the system puts the case in the electronic queue for the next available Time with the profile team. The administrator and doctors do not know when and to which specialists the patient will go.

The personal doctor receives a notification in the system, and the patient receives an email. They will be informed of the date, time, place of the meeting, and type of session, but not the composition of the doctors.

On the day of assessment, the medical experts team gains access to the schedule and patient data. If necessary, they can refer the person for additional examinations, but only once and with clearly stated reasons.

All materials - the case, protocol, decision, recommendations - are maintained and stored electronically.

For all points of the decision, the position of each doctor and the joint conclusion are recorded. Documents are signed by team members with electronic signatures.

The patient receives an extract of the decision via email or registered mail.

On November 20, the Verkhovna Rada supported in the first reading the draft law No. 12178 on the liquidation of medical and social expert commissions (MSEC).

And on November 18, the President of Ukraine, Volodymyr Zelenskyy, signed law No. 11225 on improving the work of medical and social expert commissions.

By the way, the nationwide scandal with MSEC began when on October 4, the head of the Khmelnytsky regional medical and social expertise center (MSEC), Tatyana Krupa, and her son - the head of the regional Pension Fund, Oleksandr Krupa, were exposed for illegal enrichment. During searches, nearly $6 million was found in cash. On October 7, the Pechersk district court of Kyiv chose a preventive measure for Tatyana Krupa. She was placed in custody for 60 days (until December 3) with the possibility of bail exceeding 500 million UAH.

Subsequently, the government approved a plan to combat corruption and other violations among MSEC. The Cabinet of Ministers also submitted a draft law to the Verkhovna Rada for the liquidation of medical and social expert commissions.

It should be noted that the President of Ukraine, Volodymyr Zelenskyy, enacted the decision of the National Security and Defense Council. In particular, it provides for the liquidation of medical and social expert commissions from December 31, 2024. A new decree from Zelenskyy stipulates that the Ministry of Health will develop changes to the legislation on how an individual will be assessed for disability grounds. Working groups will also be formed to review the decisions of MSEC regarding the establishment of disability for officials of relevant state bodies.
