Banks will gain access to pensioners' accounts: what will change for Ukrainians.
According to The Sun: Banks will gain the right to check pensioners' accounts and share data with the government as part of a new anti-fraud campaign.
Accounts of individuals receiving benefits, including Pension Credit, will be closely monitored for fraud.
AlamyThis monitoring is part of a new bill on public bodies (Fraud, Error and Recovery), which is expected to be considered in the House of Lords next week.
According to the new legislation, banks must report any suspicious activity to the Department for Work and Pensions (DWP).
It is expected to save £9.6 billion by 2030.
Financial institutions are required to share data with DWP without informing their customers, according to a report first published in The Telegraph.
In the event of fraud or error being detected, ministers will be able to demand the return of funds.
It should be noted that according to current rules, banks are obligated to report suspicious activity, such as money laundering, to the National Crime Agency.
However, creditors cannot be held liable for monitoring fraud related to benefits or overpayments.
DWP effectively has no access to people's accounts or information on how beneficiaries spend their money.
The legislation will require banks to share limited information with DWP to detect incorrect benefit payments.
The information-sharing process will take place without suspicion regarding the guilt of individuals.

A DWP representative told The Sun:
“The fraud bill aims to save £1.5 billion over the next five years, which together with broader reforms will save £9.6 billion by 2030, according to OBR estimates.'
“It has numerous safeguards, and DWP will not have access to the bank accounts of benefit recipients.'
DWP previously stated that the new legislation will be “the biggest anti-fraud measure in a generation.”
Last year, it was estimated that £7.4 billion was lost to benefits fraud, which accounts for approximately 2.8% of total social security spending.
How to report a change of circumstances for other benefits?
If you are receiving Universal Credit or other benefits, it is very important to inform DWP of your changes to avoid misunderstandings about your earnings.
For example, if you do not report a change, you may be accused of fraud and required to repay overpaid funds.
You can repay the overpayment immediately or set up regular monthly payments.
If you need help managing payments, contact the DWP debt management contact center at 0800 916 0647.
If you received an overpayment due to your negligence or mistake, you may be fined £50.
If you suspect benefits fraud, you will be contacted by DWP, HMRC, the Business Defense Service, or the local authority.
In case of proven guilt in fraud, there could be consequences, such as:
- obligation to repay overpaid funds
- the possibility of being sued or fined (from £350 to £5000)
- reduction or cancellation of benefits

The planned changes will significantly impact the financial oversight of pensioners and individuals receiving social assistance. Selective auditing will certainly serve to improve transparency in the use of public funds. At the same time, it is important to consider that new measures should not violate citizens' rights.Read also
