What Benefits Are Offered to Entrepreneurs in Frontline Areas

The draft law includes changes to legislation regarding USC that will introduce a mechanism for compensating half of the contribution amount for entrepreneurs. The Cabinet of Ministers will determine the procedure and conditions for this compensation. The agency emphasizes that the adoption of this document is urgent as the situation in frontline areas requires quick action.

What is USC?

The Unified Social Contribution is a mandatory payment into the state social insurance system. In 2025, taking into account the minimum salary of 8,000 UAH, the amount of USC will be as follows:

  • Minimum contribution – 1,760 UAH.

  • Maximum assessment base – 160,000 UAH (20 minimum salaries).

  • Maximum contribution amount – 35,200 UAH.

In 2026, after the increase of the minimum salary to 8,647 UAH, the minimum contribution will rise to 1,902 UAH monthly. These changes will significantly affect business expenses, especially in wartime conditions when profits are dramatically reduced.
