From July 2025, military summons can be sent by mail: what does it mean.
From July 2025, conscripts who have undergone a military medical commission may receive military summons not in the premises of the TCC, but by mail. This was announced by lawyer Yuriy Ayvazyan.
Legality of sending military summons by mail
Previously, military summons were handed personally to conscripts, but there have been changes in the delivery process. According to Yuriy Ayvazyan, the summons can be sent by mail with a description of the attachment and a receipt notification to the address of residence.
When will the summons be considered delivered
Currently, there are no clear definitions regarding when a military summons will be considered delivered. It is expected that it will only be considered delivered if received personally by the conscript, but specific clarifications on this are still pending.
However, the main point in this process is the ability to deliver military summons remotely, not just personally in the TCC premises. It should be noted that a military summons differs from a regular one and can be sent even to those who are reserved.
Conclusion
From July 2025, in Ukraine, conscripts can receive military summons not personally, but by mail, which opens new possibilities for delivering documents in this field. Of course, there are currently no clear rules for delivery, but this step opens the door to a more flexible and convenient process for receiving the military summons.
