Increase in debts for housing and utility services

According to inkorr.com: The State Statistics Service has published official data on Ukrainians' debts for housing and utility services for the first time since the beginning of the war. As of the end of the second quarter of 2025, the total debt amounted to 106.6 billion UAH. It is important to note that this amount does not include the debts of residents of temporarily occupied territories.

For comparison, at the end of 2021, the total debt was over 81 billion UAH. Thus, since the beginning of the full-scale invasion, it has increased by 25.6 billion UAH, which corresponds to almost 32%.

The largest amounts of debt have accumulated for the supply of thermal energy and hot water – 35.2 billion UAH, as well as for gas supply – 32.3 billion UAH. Together, these two items account for over 63% of the total debt.

 

Among other utility services, the largest debts are recorded for electricity – 17.1 billion UAH. The debt for cold water exceeded 10.2 billion UAH, for managing apartment buildings – 8.8 billion UAH, and for waste removal – over 3.1 billion UAH.

In addition, it is worth noting that from September 1, electricity tariffs will increase, which may further complicate the situation for consumers.

According to the latest data from the State Statistics Service, Ukrainians' debts for housing and utility services continue to grow. The main categories of debt remain heating, hot water, and gas. This underscores the difficult economic situation in the country and the potential difficulties in paying utility bills for many people.
