According to UATV: Montenegro is moving toward a swift end to visa-free entry for citizens of Russia and Belarus, aligning its policies with European Union standards. The change could take effect as early as October 1, 2023, according to preliminary reports. As a candidate for EU membership, Montenegro must harmonize its visa rules with those of the bloc.
This adjustment is part of the second phase of visa policy alignment, which also includes abolishing visa-free travel with Turkey by the end of 2027. Future revisions are scheduled to affect several other nations, including:

- Qatar
- Bahrain
- Additional countries
Currently, Russian nationals can enter Montenegro without a visa for stays of up to 30 days. However, pending legislative updates could dramatically alter this arrangement.
