A Multi-Layered Security Framework

According to TSN.ua: Kyiv, in collaboration with its Western partners, has established a comprehensive, four-tiered system of security guarantees. This framework is designed to ensure Ukraine's long-term defense and stability through several key pillars:

• A robust and capable national military;
• The formation of a "coalition of the willing" among partner nations;
• Scaling up joint arms production and procurement;
• The strategic goal of future membership in the European Union.

Demonstrating active international backing, both the United Kingdom and France have already signed declarations of intent to deploy their own forces in support of this plan.

The Paris Declaration

The coalition implementing this system has held 13 meetings, co-chaired by Paris and London. The cornerstone document formalizing the new strategy is the Paris Declaration. This agreement outlines five core elements that define the fundamental principles and collaborative directions for the coalition's members.

Significant emphasis in the Paris Declaration is placed on securing a U.S. "backstop," highlighting the critical importance of American support. As noted by Ihor Zhovkva,

'The Paris Declaration is the first time a system of security guarantees has been put on paper. It contains five elements.'
