According to Novyny.live: The economies of Ukrainian cities near the front lines, including Kharkiv and Zaporizhzhia, remain under severe strain due to the ongoing war. As of December 1, 2025, 127,000 entrepreneurs were still operating in Kharkiv. However, the conflict has inflicted heavy losses on the business community: 11,000 individual entrepreneurs (FOPs) in the Kharkiv region have ceased operations. Furthermore, 199 enterprises have been forced to relocate their production to other cities, highlighting the profound difficulties facing local businesses in these areas.

Support Initiatives in Zaporizhzhia

Authorities in the Zaporizhzhia region have implemented decisive measures to support local enterprises. The city has abolished land lease fees, land tax, and property tax. These tax relief measures have become a crucial survival tool for businesses operating under wartime conditions.

“The tax cancellations have allowed businesses to preserve jobs and continue operating despite all the challenges,” said Zaporizhzhia Mayor, Ihor Terekhov.

Additionally, in 2025, Zaporizhzhia managed to attract nearly 900 million hryvnias from foreign partners, demonstrating that some investment opportunities persist even during the war. However, as economist Regina Kharchenko noted, “any benefit implies that there will be some other source to cover it.” This points to the necessity of finding alternative funding sources to sustain the local economy. The resilience of these cities is critical for Ukraine's overall economic stability during the conflict.

Despite these efforts, experts emphasize that full economic recovery remains impossible without state or international investment insurance guarantees. “Virtually all cities agree on one point: without state or international investment insurance guarantees, a full-fledged economic recovery remains impossible,” an unnamed expert stressed.

Consequently, the economic situation in Ukraine's frontline cities, particularly Kharkiv and Zaporizhzhia, remains extremely difficult. Businesses face numerous challenges, but the implemented tax benefits and international assistance can serve as vital factors in wartime economic recovery. While these positive steps are important, it is crucial to recognize that reliable investment guarantees are necessary for stable development, which can ensure long-term economic stability in regions affected by the conflict.
