In Kyiv, about 20% of apartment buildings still do not have building-wide heat meters, leading to overpayments by residents for heating. This was announced by energy and housing and utilities expert Oleh Popenko. According to him, there are about 11,500 apartment buildings in the capital, of which 2,400 do not have meters. This leads to overpayments from 10 to 15 hryvnias per square meter monthly. Installing building-wide heat meters costs about 100,000 hryvnias, while city authorities are spending 2-3 million hryvnias on installing solar panels on individual buildings. The expert believes that this money could have been used to equip 25 buildings with meters and reduce payments for residents. Kyiv residents also encounter problems with previously installed meters, which often break down, get damaged, or stolen, but residents still continue to overpay for heat. The presence of building-wide meters allows residents to pay for the actually consumed heat, rather than inflated standards.
