Ukraine Introduces New Digital Military Registration Documents

According to Novyny.live: Ukraine has rolled out a new generation of digital military registration documents, available through the 'Reserve+' mobile app and the 'Diia' online portal. Starting in December 2025, the digital military registration document (VOD) in 'Reserve+' will become the primary form of identification for service members. These changes were introduced in response to the new challenges posed by the full-scale war.

A series of updates to Ukraine’s military registration process has taken effect, including the creation of a fully electronic document type. The 'Reserve+' app pulls data from the 'Oberih' registry, allowing conscripts aged 18 to 60 to generate a digital VOD with a QR code on the 'Diia' portal. By December 2025, the digital VOD in 'Reserve+' will replace paper documents, which will no longer be issued.

Key Features of the 'Reserve+' Mobile App

Among the features of 'Reserve+' are the ability to update personal information and to self-report military registration violations. In contrast, the 'Diia' portal only allows users to generate a military registration document for a specific date, without offering the broader functionality available in 'Reserve+'. As a result, these new digital documents are designed to simplify the registration process and provide citizens with more convenient access to their records.

The introduction of digital military registration documents in Ukraine marks a significant step toward modernizing the military registration system to meet the current needs of both society and the state. This initiative aims to reduce bureaucracy, improve the efficiency of military record management, and enhance user convenience—factors that could positively impact mobilization efforts during wartime.
