Clarifying the Status of E-Summons in the Diia App

According to Novyny.live: Ukraine’s Ministry of Digital Transformation has officially stated that the Diia app will not introduce electronic draft notices. Acting Minister Oleksandr Borniakov confirmed that

“the ministry is not developing this feature and has no plans to launch it.”
This announcement puts to rest recent speculation about the possibility of digital conscription notifications being added to the popular government services platform.

Lawmaker Yuliia Yatsyk, who earlier mentioned discussions about e-summons in the Verkhovna Rada, also did not confirm such plans. This indicates that the issue is not currently on the legislative agenda, despite ongoing public interest in digitizing military-related processes.

What Diia Offers Instead

Known for its steady rollout of new tools—such as online driving exams—the Diia app continues to expand its capabilities. However, electronic draft notices will not be among its upcoming features for the foreseeable future.

The decision to exclude e-summons from Diia may reflect a preference for maintaining traditional communication channels regarding military service and mobilization. It also suggests that the ministry aims to sidestep potential legal and ethical challenges tied to such a tool. As a result, while demand for digital public services grows, the question of electronic draft notices remains unresolved and will require deeper societal and governmental deliberation moving forward.
