The 'YeOselya' Affordable Mortgage Program

According to Novyny.live: Ukraine's 'YeOselya' program offers military personnel the chance to secure housing with a highly subsidized annual interest rate of just 3%. However, despite these attractive terms, a significant number of applications are being denied for failing to meet stricter formal requirements, which were tightened as of February 9, 2026. This initiative is part of a broader effort to support the housing needs of those serving in the armed forces.

Housing Norms and Eligibility Requirements

Approval under the program, governed by Cabinet of Ministers Resolution No. 856, is contingent on specific living space norms. Eligible applicants can qualify for:

  • 52.5 square meters of housing for a one- or two-person household;
  • an additional 21 square meters for each subsequent family member;
  • a maximum area of 115.5 square meters for an apartment and 125.5 square meters for a house.

Common reasons for loan rejection include:

  • exceeding the allowable living space;
  • the prospective property not meeting program standards;
  • insufficient official income;
  • high existing debt burden;
  • income falling below the official subsistence minimum.

These factors present substantial hurdles for many potential applicants seeking to access the scheme.

Prospective applicants are advised to prepare thoroughly before applying for the 'YeOselya' program. Key steps include:

  • settling any outstanding debts;
  • verifying compliance with the housing norms;
  • preparing all necessary documentation;
  • conducting a thorough analysis of the intended property.
"This program is designed to be a long-term commitment for decades to come," stated Yevhen Metzger, an operator of the 'Ukrfinzhytlo' program, emphasizing the initiative's importance in providing housing support for military personnel.

While the 'YeOselya' program represents a crucial step in supporting Ukraine's soldiers, the newer, more stringent requirements can complicate access for some. Successful implementation, which could significantly improve service members' living conditions, hinges on applicants' ability to meet the established criteria. Careful preparation is therefore essential to navigate the verification process and avoid rejection.
