New sanctions package against Russia

European Union countries are actively working on the 19th sanctions package against Russia, which will be presented next week. EU representatives agreed that Moscow should not regain its frozen assets until it compensates Ukraine for the damage caused. This was announced by the EU's High Representative for Foreign Affairs and Security Policy, Josep Borrell, during an informal meeting of the EU Council.

'Today, ministers discussed ways to further increase pressure on Russia to genuinely begin negotiations with Ukraine. Sanctions have deprived Russia of tens of billions of euros to finance its war, and these measures are working. Ministers considered possible components of the next, 19th sanctions package. Options include secondary sanctions on targets supporting Russia's war, as well as bans on imports and tariffs on Russian products. It is also necessary to step up efforts to combat 'shadow' fleets, and I asked member states to provide their proposals next week. The goal is to put maximum pressure on Russia. Of course, new measures will be more effective if supported by our partners, including transatlantic partners,' stated Josep Borrell.

He also emphasized that instead of preparing for peace, Russia has launched a massive aerial attack on Ukraine, leading to civilian casualties. In this situation, pressure on Moscow must only increase.

Participants also discussed the issue of frozen Russian assets. Despite differing views among countries on their use to support Ukraine, there is a common belief that Russia has no right to their return until it compensates for the damage caused.

'Ministers recognized the need to address the issue of Ukraine's funding deficit and hold Russia accountable for the damages caused by the war. It is crucial to explore all available avenues while minimizing potential risks. I want to emphasize that financial markets do not react to asset freezes. Right now, as we discussed this, financial markets are calm, and risks exist. But I am confident that we can minimize them. One thing is absolutely clear, and everyone agreed: considering the destruction that Russia has caused to Ukraine, it will never see this money again until it compensates Ukraine for the damages in full,' said Josep Borrell.

Let us remember that European countries must recognize that Russia is a long-term threat and act accordingly. This was stated by Finnish Foreign Minister Pekka Haavisto before the EU Council meeting in Copenhagen.

Thus, new sanctions against Russia represent an important step in combating the financing of the war and ensuring accountability for international crimes. EU delegations continue discussions, demonstrating the unity and seriousness of Europe's intentions to counter aggression.
