On August 30, before the meeting of the European Union Council on Foreign Affairs in Copenhagen, the EU's High Representative Kaja Kallas stated that Russia should not get back its frozen assets unless it compensates Ukraine for damages caused.

'We will discuss Russia's war against Ukraine and what else we can do. We see that Russia is not striving for peace, despite all diplomatic efforts to bring Zelensky and Putin to the same table. And since this issue comes up constantly, we will look closely at the frozen assets. There are pros and cons, there are some delicate points, but we really need a reasoned discussion on this topic, discussing the risks. We need an exit strategy. We simply cannot allow these assets to be returned to Russia after a ceasefire or peace agreement if it has not compensated for the damages,' emphasized Kaja Kallas.

Finnish Foreign Minister Elina Valtonen also noted that European countries must acknowledge that Russia poses a long-term threat and take appropriate measures.
