According to UATV: The European Union is overhauling its approach to countering Russian disinformation, placing a new emphasis on boosting public media literacy. This fresh strategy underpins the work of the Centre for Democratic Resilience, which was launched in late February. The core objective of this initiative is to equip citizens with the skills to critically assess information and become more aware of disinformation campaigns. This shift recognizes that building societal resilience is as crucial as directly countering false narratives.
Finland's Model and France's Vulnerability
Within this new strategic framework, the experience of Finland is receiving particular attention as a benchmark for media literacy education. Finland actively implements programs that help its population identify fake news and media manipulation. In contrast, France has been identified as the EU member state most vulnerable to Russian information influence, highlighting the urgent need for new methods to combat disinformation. The threat is not merely theoretical; in late December 2022, Russia attempted to cut off Poland's electricity supply, an act of hybrid warfare that underscores the aggressive nature of these campaigns.
These circumstances further amplify the necessity for the EU to change its tactics and strengthen the informational resilience of its member states.
