Paris presents a security guarantee plan for Ukraine: what allies envisage.
According to ТСН: In Paris, representatives from Europe, the USA, and Ukraine joined forces to discuss security matters for Kyiv after the end of the war with Russia. Allies presented a plan that includes long-term support for the Ukrainian Armed Forces (AFU) and the possible placement of foreign troops on Ukrainian territory after a peace agreement is reached.
During a meeting at the Élysée Palace, participants expressed their readiness to provide Ukraine with reliable security guarantees. According to French President Emmanuel Macron, such guarantees must be formulated so that no peace agreement with Russia leads to Ukraine's capitulation and does not create new threats in the future.
US representative Steve Witkoff emphasized that security protocols are nearly complete, and Washington supports the idea of long-term peace. He also highlighted the efforts of the Ukrainian side and President Volodymyr Zelensky.
Guarantees for Ukraine
According to the agreements of the so-called 'coalition of the willing,' the plan includes:
- monitoring the ceasefire under US leadership;
- long-term support for the Ukrainian Defense Forces;
- deployment of multinational forces led by European countries in the event of a peace agreement;
- mandatory commitments to support Ukraine in the event of new aggression from Russia.
Macron noted that these are legally binding security guarantees.
UK Prime Minister Keir Starmer stated that after a ceasefire, London and Paris are ready to establish military bases and secure sites for storing weapons and equipment. France, the United Kingdom, and Ukraine have already signed a separate declaration regarding these commitments.
According to Macron, multinational forces will operate on land, in the air, and at sea, and their deployment will take place primarily in the western regions of Ukraine, away from the front lines.
US Attitude
Although the US participated in the talks, the final declaration was signed only by Ukraine's European allies. Earlier, wording regarding the direct responsibility of the US for military assistance in case of attack on international forces was removed from the draft document.
President Volodymyr Zelensky emphasized that security guarantees must be backed by decisions from the US Congress, which Ukraine hopes for.
Not all European countries are ready to send troops. For example, Greece has announced that it will not participate in ground forces but can provide assistance in other forms, including maritime observation.
Allies believe that achieving a ceasefire is a key condition for implementing the plan. Only after this will the parliaments of participating countries make final decisions regarding military presence and commitments to Ukraine.
European leaders emphasize that the new security system must guarantee that the war does not repeat itself.
It should be noted that during the meeting of the 'Coalition of the Willing' in Paris, Italian Prime Minister Giorgia Meloni and the Polish Prime Minister Donald Tusk stated that their countries have no plans to send military contingents to Ukraine. At the same time, Italy expressed its readiness to support Ukraine's security through diplomatic means and close coordination with international partners, particularly in terms of developing security guarantees inspired by NATO Article 5.
Meloni emphasized that participation of countries in the multinational forces will be voluntary and will be conducted in accordance with national constitutional procedures, with the Ukrainian army remaining the key support of the security system. Poland, according to Donald Tusk, will focus on the logistical and organizational support of Ukraine and partners who can deploy their forces and will play a leading role in coordinating actions after the war ends.
The current situation shows the growing international support for Ukraine in its greatest challenges. Strengthening security guarantees may become an important step towards stabilizing the region. At the same time, it is crucial that all participants adhere to the agreements and work towards the implementation of the agreed plans, which will help avoid new conflicts in the future.
