Multinational forces could become part of the security guarantees for Ukraine, believe participants of the 'coalition of the willing', which includes key countries of Europe. Their task is to ensure compliance with the terms of a future peace agreement between the Russian Federation and Ukraine. The topic of introducing foreign peacekeeping troops has been discussed by European allies since the coalition was formed in March 2025.

The placement of a European military contingent in Ukraine within the framework of security guarantees has been talked about again after U.S. President Donald Trump activated the process of possible war termination. Europeans want to strengthen Kyiv's position ahead of possible negotiations between President Volodymyr Zelensky and Putin.

Allies’ readiness

“The coalition of the willing” is ready to deploy multinational forces on the territory of Ukraine after the end of hostilities. This is stated in a joint statement by French President Emmanuel Macron and British Prime Minister Keir Starmer.

“Leaders highly appreciated President Trump's commitment to providing Ukraine with security guarantees, in which the “coalition of the willing” will be important, particularly through multinational forces in Ukraine. They reiterated their readiness to deploy security forces after hostilities cease and to assist in ensuring the security of Ukraine's air and maritime space and restoring the Armed Forces of Ukraine,” the document states.

The first to declare readiness to send troops to Ukraine were Great Britain and France back in February 2025. According to the French president, the initiative is now actively discussed with all participants of the “coalition of the willing”.

U.S. President Donald Trump announced readiness to provide Ukraine with security guarantees. However, Washington is not yet ready to send its troops to Ukraine to deter the aggressor.

“The role of Great Britain is to support Ukraine on the battlefield and in negotiations, as well as to continue training as we have done so far, leading 30 other countries in military planning for ceasefire and ensuring lasting peace within the framework of the “coalition of the willing,” emphasized Healy.

The Lithuanian presidential advisor Dainius Žiškevičius stated that Vilnius is ready to send its soldiers to Ukraine.

“Lithuania has decided to send soldiers. Specific numbers are being discussed, I will not disclose them, but we probably should look back at our experience in Afghanistan and move in that direction,” he said in a comment to the 15 minutes portal.

German Foreign Minister Johann Wadephul noted: Berlin will provide support to Kyiv now and in the future. As for sending a German contingent to Ukraine, this issue is still in the discussion stage.

“We have deployed a combat brigade in Lithuania. If we do this in conjunction with the placement of troops in Ukraine, it is likely to be an endless task for us. But Defense Minister Pistorius needs to take another look at this issue in detail. This does not mean that we cannot provide Ukraine with military and technical support in other ways,” he explained in a comment to the Table Today podcast.

A representative of the ruling coalition in the Bundestag Roderich Kiesewetter believes that multinational forces could become part of the security guarantees for Ukraine, and Germany should be a part of this initiative. The politician is convinced that the only reliable long-term security guarantee for Kyiv is membership in the North Atlantic Alliance.

According to Bloomberg, about 10 countries are already ready to send their troops to Ukraine as part of a potential peace agreement. According to sources from the publication, on August 19, European officials discussed the sending of British and French troops to Ukraine, including agreeing on numbers and positions.

Representatives of the 'coalition of the willing' expressed readiness to send peacekeeping forces to Ukraine after the end of hostilities in the region. These actions are aimed at ensuring the security of the country and supporting Ukraine's sovereignty amid the conflict with Russia.
