Upcoming Compliance Requirements for Individual Entrepreneurs in Ukraine

According to Novyny.live: Starting in March 2026, Ukraine will enforce updated tax and reporting obligations for individual entrepreneurs (FOPs) regarding excise tax. These changes, outlined in Ministry of Finance Order No. 567, primarily affect the structure of tax declarations and their submission deadlines. For context, this reform is part of broader efforts to modernize Ukraine’s tax administration and increase fiscal transparency.

Under the new framework, the final deadline for excise tax reporting is set for March 20, 2026. Entrepreneurs must now file monthly reports by the 20th of each month. Failure to meet this deadline will result in a fine of 340 UAH per violation. If a second offense occurs within the same calendar year, the penalty increases to 1,020 UAH.

Revised Declaration Structure

The updated annex structure for the excise tax declaration was introduced by the Ministry of Finance on November 7, 2024. The new declaration form took effect on March 1, 2026. For entrepreneurs in Group 3, the declaration is submitted on a quarterly basis, with the first-quarter deadline falling on May 11, 2026.

Entrepreneurs should also be aware of the following changes to the declaration annexes:

  • Annex 6 has been replaced by Annex 5
  • Annex 6-1 has been replaced by Annex 5-1
  • Annex 7 has been replaced by Annex 6
  • Annex 8 has been replaced by Annex 7
  • Annex 9 has been replaced by Annex 8
  • Annex 10 has been replaced by Annex 9
  • Annex 11 has been replaced by Annex 10
  • Annex 12 has been replaced by Annex 11
  • Annex 13 has been replaced by Annex 12
